There has been little talk the last two weeks at the State Capitol about the dominant issue of the 2003 legislative session: the state budget deficit. Members of the Minnesota House of Representatives and the Minnesota Senate have used their floor sessions and committee time to work on the dozens of policy initiatives which piled up when legislators focused earlier this session on the state budget.
