    During the last four years, the President of the United States and Department of Health and Human Services have sought to shine the spotlight on the problem of child support enforcement. In 1995, HHS released a joint report with the Department of Commerce, based on data collected in 1991 as part of the April 1992 supplement to Current Population Survey.
